What do I need?
To work without problem, you need the following:

  • Access to Kadaster online.
  • The Java web environment that you download once via the link under the 'submit documents' button of Kadaster online. You need this environment to run the Web-Elan application.
  • Email
  • An application with which you can convert a deed into pdf format. For example, Adobe Acrobat or PDF factory.
  • A valid smartcard with which you can enter an authorised, digital signature.
    Such smartcards can, for example, be purchased from Diginotar, Agentschap Centraal Informatiepunt Beroepen Gezondheidszorg and Getronics PinkRoccade.
    On the site of the OPTA you can find more information about providers of authorised smartcards.
  • A smartcard reader and a USB port in your computer to which you can connect the reader. You can also purchase the reader from the various certification service providers.
  • Instead of the smartcard and the smarcard reader, you can also purchase a USB token.
  • Windows 2000 or higher and Internet Explorer 5.5 or higher.

The person who administers the software at your office can assist with installation.

Important:

  • Any attachments, such as (network) drawings, for example, can also be sent as digital attachment. In the summary, select the document to which you want to add the attachment and click on the button 'Select attachment/voucher'. The condition is that this is in PDF format and accompanied by an equivalence statement.
  • If you receive an email from Kadaster requesting that the document be improved, you can also send the improved document electronically to Kadaster. After opening Web-ELAN, select: Request to Improve Registration.
  • If you receive an email from Kadaster stating Non-Registration Alert, you can cancel the deed yourself. After opening Web-ELAN, select: Request to Cancel Document.
  • Your customer always receives a copy of the document from you, but then without proof of registration from Kadaster. It will then be sufficient to print the Proof Of Registration and attach it to the deed or incorporate it in the document by using your own application.
