Who
Contracting Authority and Financier is partly the Ministry of Education, Social Affairs and Infrastructure of the Island of Aruba and and partly the Fundacion Desaroyo Aruba (foundation for the development of Aruba). The beneficiary is the Service for Real Estate Registration and Cadastre on the Island of Aruba.

Why
Being a member of the Kingdom of the Netherlands, the Island of Aruba is expected to obey the rule of law. To achieve this, a well functioning land administration is one of the objectives of the Island-council. Kadaster International, with its knowledge and expertise of design, development and maintenance of automated land administration systems, was awarded a contract to deliver a tailor-made system, including the activities to convert the existing analogue administrative data into digital format. With guaranteeing good governance and the rule of law, the Island-council expects to attract more investments, which aims at enhancing the economic growth.

How
Jointly with the local staff, Dutch Kadaster experts are involved in all parts of the job. Software-development is contracted out to a commercial party. Training facilities are being set up, and assistance is given to the selection of the technical IT-infrastructure.

De opdrachtgever en financier bij dit project is het Ministerie van Onderwijs, Sociale Zaken en Infrastructuur op Aruba enerzijds en de Fundacion Desaroyo Aruba (fonds voor ontwikkeling van Aruba) anderzijds. De begunstigde is de Service for Real Estate Registration and Cadastre on the Island of Aruba.

Waarom
Als onderdeel van het Koninkrijk der Nederlanden, wordt van Aruba verwacht dat zij een goed functionerende rechtsstaat is, vergelijkbaar met Nederland. Om dit te bereiken is een goede landadministratie één van de doelen van de Eilandraad. Vanuit al zijn ervaring en expertise op het gebied van ontwerp, ontwikkeling en onderhoud van geautomatiseerde landadministratie systemen heeft Kadaster International het contract voor dit project gekregen. De opdracht is om een op maat gemaakt landadministratie systeem af te leveren alsmede het converteren van de huidige analoge administratieve data naar een digitaal formaat. Door op deze manier goed openbaar bestuur en een goed functionerende rechtsstaat te garanderen verwacht de Eilandraad investeringen aan te trekken en daarmee economische groei te kunnen bewerkstelligen.

Hoe
Kadaster International vertegenwoordigt functies in alle gebieden van dit project en werkt nauw samen met de lokale medewerkers. De ontwikkeling van software is uitbesteed aan een commerciële partij. Er worden trainingen gegeven en er wordt geholpen bij de aanschaf en installatie van de technische infrastructuur.
