Who
Contracting Authority was the Ministry of Justice and the State Geodetic Administration. The beneficiaries were the Land Registration Management Sector within the Civil Law Directorate of the Ministry of Justice and the State Geodetic Administration.

The financier of the project was the EVD Agency for International Business and Cooperation (Ministry Economic Affairs) of the Netherlands.

Why
As a country in transition, Croatia faces imperfections in the real estate and credit market due to inefficient and ineffective public administration. This hampers the development of the market economy and delays economic growth. The public institutions dealing with land registration and cadastre are scattered amongst three different government bodies, which are the land registers at the local courts, the State Geodetic Administration for the cadastre and a special municipal body in Zagreb.

Based on its knowledge and experience of integrated land administration services, Kadaster International was asked to advice on the development of a cooperation structure between the three different government bodies in order to manage a new IT supported land administration system in a business alike environment.

How
After an analysis of the current situation, Kadaster International started a joint reflection with local experts on the desired situation in the near future, and the development of a business plan to achieve such desired state. Key appeared to be the implementation of a joint information system, to be used by the three mentioned government bodies. This system, financed by the Worldbank, might bring the three agencies to further cooperation. Assisted by Kadaster International the State Geodetic Administration completed a business plan, comprising various measures to enhance the existing land administration organisations in the country.

Het project werd gefinancierd door de EVD Agentschap voor Internationaal Ondernemen en Samenwerking (Ministerie van Economische Zaken) van Nederland.

Waarom
Als een land in overgang wordt Kroatië geconfronteerd met onvolkomenheden in de vastgoedsector en de kredietmarkt. Dit is te wijten aan een inefficiënte en ineffectieve overheid. Dit belemmert de ontwikkeling van de markteconomie en vertraagt economische groei. De openbare instellingen die zich bezighouden met landregistratie en kadaster zijn verspreid onder de drie verschillende overheden. Dit zijn de registers op de lokale rechtbanken, de State Geodetic Administration voor het kadaster en een speciale gemeentelijke instantie in Zagreb.

Kadaster International is voor dit project gekozen op basis van zijn kennis en ervaring op het gebied van geïntegreerde landadministratie diensten. Kadaster International is gevraagd advies uit te brengen over de ontwikkeling van een samenwerkingsstructuur tussen de drie verschillende overheden om een nieuw IT-ondersteund landadministratie systeem te beheren in een zakelijke omgeving.

Hoe
Na een analyse van de huidige situatie, startte Kadaster International een gezamenlijke bezinning met lokale deskundigen over de gewenste situatie in de nabije toekomst en de ontwikkeling van een bedrijfsplan om de gewenste situatie te bereiken. Heel belangrijk hierin bleek de invoering van een gemeenschappelijk informatiesysteem, om gebruikt te worden door de drie genoemde overheidsinstanties. Dit systeem, dat wordt gefinancierd door de Wereldbank, zou de drie agentschappen bij elkaar kunnen brengen voor verdere samenwerking. Bijgestaan door Kadaster International heeft de State Geodetic Administration een bedrijfsplan geschreven, dat bestaat uit verschillende maatregelen ter verbetering van de bestaande landadministratie organisaties in het land.
