Who
The Contracting Authority was the Ministry of Federal Affairs in Ethiopia. Financier of the project was the Worldbank (IBRD). The project was awarded to a consortium of DHV Water Ltd (a Netherlands’ consultancy firm), leader of the consortium, and Kadaster International.

Why
The government of Ethiopia pursues a programme of regionalisation, municipal decentralisation and the transition to an open market economy with privatisation and commercialisation. The establishment of a fully functional land administration system was considered as a key element in this transformation process. The Ethiopian government wished to take into account the modern trends in land administration, such as cost recovery, automation, e-government, cost-efficiency and the delivery of a wide range of products and services bringing benefit to all sectors in society and to stimulate economic growth. Kadaster has a lot of knowledge about the modern trends as a forerunner in Europe, investments in land information systems, resulting in economic growth through good public administration, well working land markets, land taxation and land use planning.

How
The result of this project was a practical set of standards and norms for managing land information in all urban areas in Ethiopia. To facilitate the wishes of the government at system level, specifications were developed for hard- and software to be procured by the authorities. To provide these advisory products, a good understanding of Ethiopian registration and surveying practices was necessary, both at federal, regional and municipal level, and to gain insights in the capacity of Ethiopian officials in the land sector, which were related to the appropriate techniques and technologies mentioned in the advisory report.

De opdrachtgever is het Ministerie van Federale Zaken in Ethiopië in dit door de Wereldbank gefinancierde project. Het project was toegekend aan een consortium van DHV Water Ltd., een Nederlands consultancy bedrijf die het consortium leidde, en Kadaster International.

Waarom
De regering van Ethiopië streeft naar een programma van regionalisering, gemeentelijke decentralisatie en de overgang naar een open markteconomie met privatisering en commercialisering. De oprichting van een volledig functioneel landadministratie systeem werd beschouwd als een belangrijk element in dit transformatieproces.
De Ethiopische regering wilde rekening houden met de moderne trends in landadministratie, zoals het terugverdienen van kosten, automatisering, e-overheid, kosteneffectiviteit en het leveren van een breed scala van producten en diensten om alle sectoren in de samenleving ten dienst te zijn en economische groei te stimuleren.
Als voorloper in Europa heeft Kadaster heeft veel kennis over de moderne ontwikkelingen, investeringen in landadministratie systemen, resulterend in de economische groei door middel van goed openbaar bestuur, goed werkende landmarkten, land belastingen en ruimtelijke ordening.

Hoe
Het resultaat van dit project was een praktische set van normen en standaarden voor het beheer van landinformatie in alle stedelijke gebieden in Ethiopië. Er zijn specificaties ontwikkeld voor hard- en software die door de autoriteiten gebruikt zouden worden. Dit om tegemoet te komen aan de wensen van de overheid op systeem niveau.
Om deze adviserende producten te kunnen ontwikkelen was een goed begrip van Ethiopische registratie en landmetingen noodzakelijk, zowel op federaal, regionaal en gemeentelijk niveau. Tevens was het nodig inzichten te krijgen in de hoedanigheid van Ethiopische ambtenaren in het land, die zijn gerelateerd aan de juiste technieken en technologie ën die in het advies worden vermeld.
