Honduras
What
A project to develop a land administration system to support a sustainable
development of the area of 4 municipalities in Honduras and Guatemala,
and to contribute to an ecological zone in Central America.
When
The contract was signed in February 2009; implementation will take
4 years.
Where
Puerto Cortés, the main harbour city of Honduras, Omoa and Tela, two
touristic municipalities next to Puerto Cortés and Puerto Barrios,
the main harbour city of Guatemala.
Who
The Contracting Authority is the municipality of Puerto Cortés (Honduras)
acting for itself and the municipalities Tela and Omoa in Honduras and Puerto
Barrios in Guatemala (these 4 municipalities form a coastal zone around the
frontier between the two countries). The financier of the project is the
European Union, through EuropeAid.
Why
Puerto Cortés is the main commercial transit harbour in Central America.
It aims at further economic development. Besides, the coastal zone
has a lot of potential for tourist development. A matter of attention
for the 4
municipalities is the conservation of vulnerable nature areas, such
as coral riffs, dunes, sand beaches, and inland tropical forests. The
municipalities have an objective to respect the land rights of the indigenous
peoples,
especially
the Garifuna population.
Kadaster International has been asked to lead
the project because of its experience in the region and the direct
availability of two locally
based qualified experts.
How
Kadaster International will assist the municipalities in the design
and development of a land administration system and the development
of a planning system. Such a system can be used, together with other
data
sources, for the development of a sound land use plan inclusive
zoning, which pays respect to the above mentioned values.
Kadaster International
will coach the municipalities in policy making, procurement of
operational work, like aerial photography and surveying. The technical aspects
of application
of ICT will also be guided by Kadaster experts.

Wat
Een project voor de ontwikkeling van een landadministratie systeem
ter ondersteuning van een duurzame ontwikkeling van het gebied van
de 4 gemeenten in Honduras en Guatemala, en bij te dragen aan een ecologische
zone in Midden-Amerika.
Wanneer
In februari 2009 is een contract getekend voor de duur van 4 jaar.
Waar
Puerto Cortés, de belangrijkste havenstad van Honduras, Omoa en Tela,
twee toeristische gemeenten naast Puerto Cortés en Puerto Barrios,
de belangrijkste havenstad van Guatemala.
Wie
De opdrachtgever is de gemeente van Puerto Cortes (Honduras) handelend
voor zichzelf en de gemeenten Tela en Omoa in Honduras en Puerto Barrios
in Guatemala (deze 4 gemeenten vormen een kustgebied rond de grens tussen
de twee landen). De financier van het project is de Europese Unie, door
middel van EuropeAid.
Waarom
Puerto Cortés is de belangrijkste commerciële doorvoerhaven in
Midden Amerika. Het wil zijn belangen verder uitbreiden om de economische
ontwikkelingen te versterken. Het gebied is ook bekend om zijn prachtige
stranden en een immens koraalrif, strekkend vanaf Belize tot Honduras. Het
is daarom zeer geschikt voor toerisme. Naast de economische belangen hebben
de gemeenten oog voor het behoud van de kwetsbare natuurgebieden, zoals de
riffen, de duinen en het nabijgelegen oerwoud. Ook willen zij de rechten
van de inheemse volkeren beschermen, vooral de Garifuna bevolking. Kadaster
helpt de gemeenten om al deze belangen goed af te wegen bij de gebiedsontwikkeling.
Kadaster International is gevraagd om het project te leiden vanwege zijn
ervaring in de regio en de directe beschikbaarheid van twee lokale
deskundigen.
Hoe
Kadaster International zal de gemeenten helpen met de ontwikkeling
van een landadministratie systeem en de ontwikkeling van een planningssysteem.
Een dergelijk systeem kan worden gebruikt, samen met andere gegevensbronnen,
voor de ontwikkeling van een solide bestemmingsplan inclusief zonering,
dat de hierboven genoemde waarden in acht houdt.
Kadaster International zal de gemeenten coachen bij de beleidsvorming
en de verkrijging van de operationele werkzaamheden, zoals luchtfotografie
en landmetingen. De technische aspecten van de toepassing van ICT
zal ook worden geleid door Kadaster experts.
