The Contracting Authority is the Government of the Kingdom of Lesotho (Ministry of Local Government and Chieftainship). Financier is the Millennium Challenge Corporation (USA) through the Millennium Challenge Account Lesotho.

Why
The current land tenure systems and prevailing land administration practises in Lesotho do not meet the needs of contemporary society. Most stakeholders and the public perceive it as expensive, slow, inefficient, restrictive and lacking transparency. Secure and registered land rights are therefore not available to the majority of citizens, who access land through informal or illegal means. All of this hampers investment and creates dysfunctional land markets. Additionally, the current system brings very little revenue to the State. The Government of Lesotho is aware that it needs to strive to provide efficient and cost-effective land administration services to the public and to increase the efficiency and lower the costs associated with formalizing one’s right to land.

Computerization is therefore proposed for the cadastre (survey and map information), for the Deeds Register (land registration), for the calculation of revenues (e.g. ground rent, lease preparation fees, map sales), for land allocation and lease management, for information dissemination, as well as for valuation purposes.

Kadaster International was selected as advisor to the Government because of its knowledge and experience on how to upgrade deteriorated registers and cadastres through institutional and operational reform processes.

How
Kadaster International takes care that the Land Administration Reform Project is implemented professionally. Kadaster International is responsible for the project management as well. Two long term staff members are manning the Project Implementation Unit (PIU). Short term specialist can be used when necessary. The PIU assists the Government of Lesotho in the process of contracting consultants who will be responsible for parts of the project.

Waarom
De huidige registratie van eigendom van grond en de heersende landadministratie
praktijken in Lesotho voldoen niet aan de behoeften van de hedendaagse samenleving. De meeste betrokkenen en het publiek vinden het duur, langzaam, inefficiënt, beperkend en te weinig transparant. Zekerheid over geregistreerde landrechten is daarom niet beschikbaar voor de meerderheid van de burgers, die de toegang over land via informele of illegale middelen krijgen. Dit alles vormt een belemmering voor investeringen en creëert disfunctionele landmarkten. Daarnaast levert het huidige systeem zeer weinig inkomsten op voor de staat.

De regering van Lesotho is zich ervan bewust dat zij moet streven naar efficiënte en kosteneffectieve landadministratieve diensten aan het publiek. Daarnaast streeft men naar verhoging van de efficiency en lagere kosten in verband met het formaliseren van een recht op grond.

Om deze redenen is voorgesteld om het kadaster (kaart informatie) en het akten register (landregistratie) te automatiseren. Dit geldt ook voor de berekening van de inkomsten (bijvoorbeeld erfpacht, vergoedingen voor lease voorbereiding, kaartverkoop), voor verkaveling van land en het beheer van leasen, voor informatieverspreiding, evenals voor waarderingsdoeleinden.
Kadaster International is geselecteerd als adviseur van de regering vanwege zijn kennis over en ervaring het upgraden van verslechterde registers en kadasters door institutionele hervorming en operationele processen.

Hoe
Kadaster International zorgt ervoor dat het Land Administration Reform Project professioneel wordt geïmplementeerd en heeft het projectmanagement in handen. Twee lange termijn stafleden bemannen de Project Implementation Unit (PIU). Korte termijn specialisten kunnen worden gebruikt wanneer dat nodig is. De PIU helpt de regering van Lesotho in het proces van de inhuur van consultants die verantwoordelijk zullen zijn voor onderdelen van het project.
