Who
The Contracting Authority and beneficiary of the project is the Agency for Real Estate and Cadastre (AREC), an individual state body in charge of the registration of property rights and the maintenance of the cadastral registers and maps.
The financier of the project is the EVD Agency for International Business and Cooperation (Ministry of Economic Affairs), the Netherlands.

Why
The introduction of modern IT-systems in the land administration domain requires strong IT-skills; however in order to take the full benefit also modern business operations must be adapted. Firstly, IT-systems have an impact on the processes; secondly modern concepts of business have a customer orientation. At the same time it is crucial to embedding the new IT-system in the organisation for the roll out, use of the systems and maintenance by the IT organisation. Kadaster International provides technical advice how to implement complex IT-systems successfully and how to operate in a business-alike customer-oriented environment.

One of the highest priorities of the Agency is the process of digital map production. Updating and converting analogue (paper-based) cadastral maps into digital maps is a highly complex operation, is recognized by the Agency as a necessary activity. However at the same time the Agency faces a lack of capacity to initiate this process. To approach such problems in a realistic manner Kadaster International provides technical support, shares experience and best practices in order to achieve an overall strategy and planning document that covers the whole field of digital map production including technical, organisational and financial aspects.

How
Through a series of workshops with lively discussions and exchange of experiences, an enhanced insight in an improved business process will be achieved. In order to make a feasibility study for digital map production, the current situation is described and analysed, a strategy is defined and priorities are set. Based upon the latter an activity and cost plan is made. The strengthening of the IT-capacity starts with an assessment of the current situation, followed by the development of an implementation plan with continuous advice to the project managers, who are a crucial factor in the success of the project.

De opdrachtgever en begunstigde van het project is de State Agency for Geodetic Works (SAGW), een individuele overheidsinstantie belast met de uitvoering van de geodetische werken en de registratie van rechten van onroerend goed.

De financier van het project is de EVD (agentschap voor internationaal ondernemen en samenwerking van het Ministerie van Economische Zaken), Nederland.

Waarom
De invoering van moderne IT-systemen in het domein van kadaster en de landregistratie vereist niet alleen sterke IT-vaardigheden, maar om het volledige voordeel eruit te halen moet ook de bedrijfsvoering worden aangepast. IT-systemen hebben ten eerste een impact op de processen. Ten tweede zijn moderne bedrijfsconcepten klantgericht. Tegelijkertijd is het van cruciaal belang om het nieuwe IT-systeem in de organisatie voor de roll-out, het gebruik van de systemen en het onderhoud van de IT organisatie. Kadaster International levert technisch advies over hoe om succesvol implementeren complexe IT-systemen en werken in een bedrijf zowel klant-georiënteerde omgeving.

Een van de prioriteiten van de Agency is het updaten van kadastrale kaarten en het converteren van analoog naar digitaal. Tegelijkertijd heeft de Agency daarvoor niet veel capaciteit. Omdat het Kadaster ervaring heeft me dit soort zaken, helpen wij de Agency met het maken van een realistisch plan van aanpak, dat alle aspecten van het proces omvat.

Hoe
Er is een serie workshops georganiseerd, waarin volop ruimte was voor discussie en uitwisseling van kennis en ervaringen. Daarmede werd een beter beeld verkregen van waar de Agency naar toe wou. Dit werd gezamenlijk neergelegd in een haalbaarheidstudie, die verder is uitgewerkt in kosten en baten. Om tot een goed inrichting van de IT afdeling te komen, werd eerst de huidige situatie bekeken, en werd vervolgens een plan gemaakt, dat werd uitgevoerd, waarbij voortdurend het projectmanagement werd bijgestaan.
