Namibia

What
Within the Rural Poverty Reduction Program (RPRP) in the Land Reform component; Kadaster has been asked to deliver long-term and short-term consultancy within the Ministry of Lands and Resettlement on:

• project management of the land registration of customary land rights in communal areas
• project management of the computerised deeds registration system
• information and communication technology (ICT) project management
• maintenance and updating procedures in the registration of customary land rights in communal areas
• compilation of a road map 2009 – 2012 for land registration
• compilation of a roadmap to strengthen the management of information technology
• compilation of a hardware and software architecture plan

Where

Who
The National Planning Commission Secretariat (NPCS) of the Government of Namibia is implementing the Rural Poverty Reduction Programme (RPRP). GTZ International Services, in association with Natural Resources International Limited and Natural Resources Institute, has been appointed as contractor. For the execution and the way forward for this program there is need of consultancy input within the Land Reform component of the Programme, which is operational within the Ministry of Lands and Resettlement (MLR). The EU finances the program.

Why
The main objective of the RPRP is sustainable development through attainment of sustainable use of natural resources through the implementation of poverty reduction policies.

How
Kadaster delivered long term experts (one 1.5 year and another 2.5 years), and in addition various short term experts for specific jobs.

Wat
Het ‘Rural Poverty Reduction Programme’ gaat ook over landhervorming. In dat kader heeft de Namibische regering behoefte aan experts op lange en korte tijdsbasis om de volgende zaken te ontwikkelen:

• Projectmanagement van de registratie van inheemse rechten op grond (krachtens inheems gewoonterecht)
• Projectleiding van de invoering van computers bij het kadaster
• Projectmanagement van ICT invoering
• Procedures bedenken voor de bijhouding van de inheemse rechten op grond
• Maken van een ‘roadmap’ voor de jaren 2009-2012
• Een plan maken om de ICT versterken
• Het maken van een hardware en software architectuur-plan

Waar
Windhoek en de ‘Northern Territories’ van Namibië

Wie
Het ‘National Planning Commission Secretariat’ (NPCS) van de Namibische regering voert het ‘Rural Poverty Reduction Programme (RPRP)’ uit.. GTZ International Services, samen met Natural Resources International Limited en het Natural Resources Institute, zijn aangewezen als gecontracteerde aannemers. Onderdeel van het grote programma is ook landhervorming, dat behoort bij het Ministerie van Lands en Resettlement (MLR), waavoor het Kadaster ingeschakeld is. De EU financiert het programma.

Waarom
Het Kadaster is expert op het gebied van ICT ondersteunde processen en weet veel van hoe men dit strategisch kan inbedden. Dat is de expertise die nodig is om deze klus tot een goed eind te brengen.

Hoe
Het Kadaster levert twee long term experts (een 1,5 jaar en een ander 2,5 jaar), die de ruggengraat vormen van het werk. Daarnaast zijn er diverse short term experts die naar Namibië gaan om op specifieke onderdelen hulp te bieden. Het geheel vindt in goede coördinatie met GTZ plaats, die hoofdaannemer is.
