What
Support of the Process of the Establishment of a Central Cadastral Database in the Mazowieckie Voivodship in Poland

Who
Contracting authority was the Headoffice for Geodesy and Cartography (GUGiK). Financier was the EVD, Agency for International Business and Cooperation of the Ministry of Economic Affairs of the Netherlands.

Why
Since 1989 Poland is in a transition from centrally planned to market economy. Meanwhile Poland sufficed the requirements for accession to the European Union, and became EU-member (2004). One of the elements of a functioning market economy is a well functioning real estate and credit market, which need to be facilitated by a sound land administration system. Poland faced the problem of existing local land registers and cadastres, without being compatible with neighbouring districts (powiats), let alone with the provincial and national level. This caused severe inefficiencies and high transaction costs in the market. The Government wanted to establish an integrated system and options for electronic data exchange.

Kadaster International, being in a consortium with DHV Consultants, was asked to advise on the way forward, and to develop system integration, because of its skills to integrate the distribute databases in the Netherlands into a smooth working one- stop-shop electronic front office for citizens and professionals.

How
Kadaster International managed this project with emphasis on organisational development, financial management, marketing, communication and the structure of the land administration organisation. A study tour for the management to the Netherlands provided for acquaintance with modern functioning systems.

Working together with local software companies, an integrated and standardised database was developed for the registration of property rights in the province Mazowieckie.

Kadaster International encouraged standardisation and cooperation between the State (GUGiK) and Districts (Powiats), in support of electronic data exchange.

De Head Office of Geodesy and Cartography (GUGiK) was de opdrachtgever in dit project. Het project is gefinancierd door de EVD, Agentschap voor Internationaal Ondernemen en Samenwerking (Ministerie van Economische Zaken) van Nederland.

Waarom
Sinds 1989 is Polen in overgang van een centraal geleide economie naar een markteconomie. Ondertussen voldeed Polen aan de eisen voor toetreding tot de Europese Unie, en werd een EU-lidstaat (2004). Een van de elementen van een functionerende markteconomie is een goede werking van de vastgoed- en kredietmarkt, die moet worden vergemakkelijkt door een goed landadministratie systeem. Polen liep tegen het probleem aan van bestaande lokale land registers en kadasters die niet verenigbaar waren met de naburige districten (powiats), laat staan met het provinciale en nationale niveau. Dit zorgde voor serieuze inefficiëntie en hoge transactiekosten in de markt. De regering wilde daarom een geïntegreerd systeem en mogelijkheden voor elektronische gegevensuitwisseling.

In een consortium met DHV Consultants, werd Kadaster International gevraagd te adviseren over de te volgen weg, en om de integratie van systemen te ontwikkelen. Kadaster International werd hiervoor gevraagd vanwege zijn vaardigheden om databases te integreren en er op die manier een goed werkende one-stop-shop elektronische front office voor burgers en professionals van te maken.

Hoe
Kadaster International heeft dit project geleid. De nadruk lag op organisatieontwikkeling, financieel management, marketing, communicatie en de structuur van een landadministratie organisatie. Middels een studietour voor het management naar Nederland werd er kennis gemaakt met de moderne functionerende systemen.

In samenwerking met lokale software bedrijven werd een geïntegreerde en gestandaardiseerde database ontwikkeld voor de registratie van eigendomsrechten in de provincie Mazowieckie.

Kadaster International heeft standaardisatie en samenwerking tussen de Staat (GUGiK) en districten (powiats) aangemoedigd, ter ondersteuning van de elektronische gegevensuitwisseling.
