Implementation of the Cadastre and Real Property Rights Registration System in Romania

Who
Contracting Authority was the Romanian National Agency for Cadastre and Land Registration (NACLR). Financier is the European Union, via the so called Twinning program.

Why
Romania is a country in transition, and an EU member since 2007. The Romanian government considers a well functioning geographical information supply as a key for better governance. NACLR is ambitious concerning good land administration and the delivery of appropriate land information. Therefore NACLR aims at playing a leading role in the creation of a National Spatial Data Infrastructure.

Kadaster International was awarded this contract because of its knowledge and experience regarding institutional and technical aspects of data sharing and data exchange as an infrastructural utility.

How
Kadaster International assisted with designing the organisational structure necessary to establish an NSDI, with emphasis on legal framework, division of mandates in the public sector, GPS network as a base for standardisation, the creation of a national dataset of 1:5000 digital orthophotoos, and the development of a national altitude standard (height model).

To mobilize all support amongst the many government bodies involved, special attention was paid to awareness-building and communication. Additionally an advice was delivered on how to harmonise different map series, which might be incompatible because of stochastic differences.

Het Roemeense Kadaster, de National Agency for Cadastre and Land Registration – NACLR, is de opdrachtgever voor dit project. De financier is de EU, middels het EU-twinning programma.

Waarom
Roemenië is een land in transitie en EU lid sinds 2007. De Roemeense regering vindt het beschikbaar stellen van geografische informatie een sleutel to beter bestuur.

Het Roemeense Kadaster, de NACLR, heeft grote ambities op het gebied van landadministratie en het beschikbaar stellen van landinformatie. Het Nederlandse Kadaster fungeert als strategisch partner om het NACLR te helpen hun doelen te bereiken. Dit project had als doel het moderniseren van het geodetisch netwerk en het opzetten van een National Spatial Data Infrastructure (NSDI).

Hoe
Er is geholpen met de organisatorische structuur die nodig is om een NSDI op te zetten. Hierbij is er speciaal aandacht geschonken aan de fundamenten voor een dergelijke infrastructuur, zoals een wettelijk kader, een organisatieplaatje waarin de diverse verantwoordelijkheden en specifieke organisatieonderdelen in beeld zijn gebracht. Verder is ondersteuning geboden bij het uitwerken van een geïntegreerd GPS netwerk, een nationale dataset van digitale orthofoto’s op een schaal van 1:5000, een digitale topografische database, en het bepalen van de referentiehoogte voor Roemenië in samenwerking met alle buurlanden.

Om een goede bewustwording te bevorderen onder alle betrokken overheidsorganisaties, is veel aandacht besteed aan communicatie. Voorts is ene advies gemaakt over hoe je verschillende kaartseries op elkaar kunt afstemmen.
