What
Assisting the reform of the land registration
When
September 2007 - September 2011
Where
The working area covers the whole of Rwanda with a focus on the districts
of Kigali City. The Land Registration falls under the responsibility of
the Registrar of Land within the National Land Centre, in the Ministry
of Natural Resources (MINIRENA).
Why
During the past years the Government of Rwanda made tremendous steps
in achieving the objectives for economic development and poverty
reduction in its Vision 2020 and its Economic Development and Poverty
Reduction Strategy
(EDPRS). In 2005, Parliament passed the Organic Land Law of 2005
(OLL). This sets out new and comprehensive arrangements for land
tenure and titling,
for registering and administering land and land titles and for the
guidance of land use and land development.
Wishing to express its
social responsibility, Kadaster is making its expertise available
to assist Rwanda to set up an essential land administration
system. This serves the interests of the inhabitants and businesses
of Rwanda who, through the establishment of land rights, regain
the opportunity of
investing in their land and thus securing their future. This is all
achieved with the aid of a functioning, reliable land register.
How
The reform of the land registration in Rwanda is a large-scale project
supported by The Investment Climate Facility for Africa (ICF). Within
the framework of this project Kadaster has offered its collaboration
and is
supporting the start-up of the newly established National Land Centre
and the Office of the Registrar. Two long-term experts and several
short term
experts are executing the different tasks in the planned areas of
activities such as
- Land administration/registration
- ICT support, training and management
- Legal review
- Human resources and training
- Financial planning for the land registration

Helpen bij de hervorming van het kadaster.

Kadaster International werk in opdracht van de Rwandese overheid. Het
project werd gefinancierd door de Investment Climate Facility for Africa.
Waarom
De laatste jaren heeft de Rwandese overheid goede stappen gezet op
het gebied van de economische ontwikkeling en de armoedebestrijding. De
doelen wat dat betreft zijn onder meer opgenomen in het regeringsdocument ‘Vision
2020’. Een goede registratie van eigendomsrechten hoort daarbij.
Een nieuwe wet (2005) schets de hoofdlijnen van nieuwe grondeigendom en
de registratie, ruimtelijke ordening en inrichting. Omdat het Kadaster
ervaring heeft met deze processen, helpt het Kadaster de Rwandese regering
om tot een dergelijk ordentelijke registratie te komen. Dat is belangrijk
voor de inwoners en van de kleine zakenlui die met hun nieuwe eigendomsrechten
de mogelijkheid herwinnen om in eigen grond te investeren en hun toekomst
beter te maken.
Hoe
Twee long term experts en diverse short term experts uit Nederland
helpen de regering met het opzetten van het nieuwe ‘National Land
Centre’ en het ‘Office of the Registrar’.De experts helpen
met de wetgeving, registratie, automatisering, business planning en met
diverse trainingen.
