Slovakia
What
Modernisation of the organisation and business processes of the Slovak
land register.

Who
Kadaster International was leading this project and was colaborating
with the (automation) Company S&T from Slovakia.
Why
At the time of the communist regime, state property was exclusive in
Slovakia. Individual ownership rights did not exist. After the collapse
of the East bloc Slovakia was left with an out-dated land register that
was in no way comparable with the land registers in Western Europe. This
led, among other things, to the sluggish economic development of Slovakia.
Without legal certainty about their ownership rights, people are less inclined
to invest in them. The fact that the Slovak land register failed to comply
with European Union directives was, moreover, one of the reasons why Slovakia
could not become a member state. For a number of years great efforts were
made to change the processes within the land register and this resulted
in Slovakia becoming a member state in 2004. The project has been executed
as a consequence of the demands of the European Union. Wishing to express
its social responsibility, Kadaster has placed its expertise at the disposal
of its Slovak sister organisation by way of support. This has also contributed
to the country’s economic growth.
How
The first step towards modernising the organisation and business processes
of the Slovak land register was realised with money from the European Union.
With this financial assistance Kadaster International worked for 1½ years
on developing an efficient and effective model for institutional strenghtening,
and realised an important improvement of the automated system that enabled
an integration between the administrative and geometrical part and copuld
be implemented in the whole country. In total, 30 experts from the Netherlands
have been engaged on a project basis for specific components within this
huge project. With its entry into the EU, Slovakia can now apply to the
European Structure Fund. The funds available enable the Slovak land register,
in collaboration with Kadaster, among others, to embark on the next step
in the modernisation process.

Het project is uitgevoerd in opdracht van de ‘Geodesy, Cartography and
Cadastre Authority of the Slovak Republic’ en is gefinancierd door de
EU.
Waarom
Ten tijde van de planeconomie was eigendom van onroerend goed uitsluitend voorbehouden
aan de Staat. Individuele eigendomsrechten bestonden niet. Na de ineenstorting
van het communisme, had Slowakije niets anders dan een verouderde grondregistratie
die niet te vergelijken was met wat men in West Europa kon aantreffen. Dit
leidde –onder andere- tot een trage economische ontwikkeling van de
Republiek. Zonder zekerheid omtrent eigendom, zullen eigenaren niet investeren
in grond en gebouwen. In feite had Slowakije moeite om te voldoen aan de
EU toetredingseisen. Men getroostte zich jarenlang veel moeite, en in 2004
kon Slowakije toetreden. Daarna was er de wens om de bestaande kadastrale
organisatie te vernieuwen en naar westerse leest te schoeien. Het Nederlandse
Kadaster werd daarbij ten voorbeeld gesteld, en werd daarom verzocht daadwerkelijke
hulp te bieden.
Hoe
De eerste 1,5 jaar is hard gewerkt aan de ontwikkeling en invoering van meer
efficiëntie en effectiviteit van het instituut kadaster. Bovendien werden
vele verbeteringen aangebracht aan de bestaande ICT-systemen, zodat een integratie
to stand kon komen tussen het administratieve en geometrische deel van de
grondregistratie. Ongeveer 30 experts van het Nederlandse Kadaster zijn betrokken
geweest bij dit project. Na de toetreding to de EU heeft Slowakije toegang
tot de EU structuurfondsen, zodat het geld heeft om verdere verbeteringen
door te voeren.
