Surinam

The Contracting Authority is the Ministry of Natural Resources in Surinam. Financier is the Royal Netherlands Embassy in Paramaribo.

Why
Since long, Surinam has the ambition to realise a nation wide land administration system. Because of priorities in the national policy, this ambition never became true. However in 2002 the Ministry, together with Kadaster, developed a sound project plan, with a thoroughly calculated budget. The plan was adopted by the Dutch Government for financing.

As Surinam was part of the Kingdom of the Netherlands until 1975, there are still many similarities between the Surinamese and Dutch laws, such as the legislation concerning the registration of real rights. In earlier years and projects, cooperation between the Surinamese government and Kadaster was already established. Kadaster International therefore could easily team up with Surinamese counterparts to develop the project plan and to assist in making a start for the realisation.

How
Many of Kadaster International’s expertises have been effective in this project so far. Registrars, lawyers, information architects, GPS-experts as well as project managers assisted the Surinamese counterpart in launching the project. Since its implementation phase, the role of Kadaster International is more modest. In 2008 an intensive review of the progress was executed, commissioned by the Dutch Embassy, with additional recommendations for improved project implementation. In 2009 Kadaster International delivered some advisory reports on how to deal with indigenous rights and institutional strengthening in the outback.

De opdrachtgever is het Ministerie van Natuurlijke Hulpbronnen in Suriname. Het project wordt gefinancierd door de Koninklijke Nederlandse Ambassade in Paramaribo.

Waarom
Suriname heeft al geruime tijd de ambitie om een nationaal landadministratiesysteem te realiseren. Vanwege andere prioriteiten in het nationale beleid is deze ambitie nooit verwezenlijkt. Echter in 2002 heeft het ministerie, samen met Kadaster, een goed projectplan ontwikkeld, met een zorgvuldig berekende begroting. Het plan werd goedgekeurd door de Nederlandse regering voor de financiering.

Aangezien Suriname een onderdeel van het Koninkrijk der Nederlanden was tot 1975, zijn er nog tal van gelijkenissen tussen de Surinaamse en de Nederlandse wetten, zoals de wetgeving op het gebied van de registratie van de reële rechten. In eerdere jaren en projecten is de samenwerking tussen de Surinaamse overheid en Kadaster al gevestigd. Kadaster International kon daarom gemakkelijk samenwerken met Surinaamse collega's voor de ontwikkeling van het projectplan en om te helpen bij het maken van een start voor de realisatie.

Hoe
Vele specialismen van Kadaster International zijn effectief geweest in dit project tot nu toe. Griffiers, advocaten, informatie architecten, GPS-deskundigen en projectmanagers hebben de Surinaamse collega’s bijgestaan in de lancering van het project. Sinds de uitvoeringsfase, is de rol van Kadaster International meer bescheiden. In 2008 is in opdracht van de Nederlandse ambassade een intensieve evaluatie van de vooruitgang uitgevoerd, met extra aanbevelingen voor een betere uitvoering van het project. In 2009 heeft Kadaster International enkele adviezen uitgebracht over hoe om te gaan met de inheemse rechten en institutionele versterking in het binnenland.
