The Ministry of Environment and Forestry and the Ministry of Agriculture and Rural Development are the counterparts in the project with the General Directorate of State Hydraulic Works (DSI) and the General Directorate of Agriculture Reform (TRGM) as beneficiaries.

The financier of the project is the EVD Agency for International Business and Cooperation (Ministry of Economic Affairs), the Netherlands.

Why
Since the new Law on Soil Conservation and Land Use was implemented in 2007, besides TRGM also DSI gained legal rights to implement land-consolidation projects.

By combining land consolidation with irrigation projects of DSI, important savings can be reached in terms of constructional and operational expenditures. Farmers will get resource savings in money, time and labour. Both DSI and TRGM are in need of specific techniques and methods for optimizing constraints in land re-allotment design. In the Netherlands both Kadaster and the Government Service for Land and Water Management (DLG) of the Ministry of Agriculture, Nature Conservation and Food Quality are involved in land consolidation. Their partnership and division of roles, DLG is responsible for project management while Kadaster is responsible for the legal certainty of the right holders of the immovable property, will be presented. Kadaster has obtained much experience in the process of making an inventory of the existing situation (e.g., rights and values of property), establishing new parcelation plans and preparing the final invoice for each individual right holder.

How
Kadaster and DLG will share their technical and collaborative experiences, their methods and tools with the staff of DSI and TRGM and provide technical assistance on how to improve the Turkish land re-allotment system.
The needs and wishes of all related governmental parties such as DSI, TRGM, the General Directorate of Land Registry and Cadastre of the Turkish Ministry of Public Works and Settlement, and landowners will be collected to evaluate the Turkish re-allotment system. Especially the use of computer-applications and GIS-databases in relation to land re-allotment will be examined in a series of workshops and discussions and advice on improvements provided.

Het Ministerie van Milieu en Bosbouw, het Ministerie van Landbouw en Plattelandsontwikkeling zijn de partners in dit project, met het Algemene directoraat voor hydrologie en dat van Landbouwhervorming als begunstigde organisaties. De financier is de Nederlandse EVD (ministerie Economische Zaken).

Waarom
Sinds de nieuwe ‘wet op de bodembescherming en het grondgebruik’ is ingevoerd in 2007, mogen beide algemene directoraten ruilverkavelingen uitvoeren. Het invoeren van irrigatie gecombineerd met ruilverkaveling heeft grote voordelen voor de boeren maar ook voor de overheid in termen van kosten, tijd en werk. Beide directoraten hebben grote behoefte aan moderne technieken om dit soort projecten tot een goed eind te brengen, en willen vooral het ruilproces goed onder de knie krijgen. Het Kadaster, samen met DLG (Dienst Landelijk gebied) van het Ministerie van LNV, ondersteunt beide directoraten, naar analogie van hun samenwerking in Nederland, namelijk DLG de leiding van landinrichtingsprojecten, en het Kadaster verantwoordelijk voor de goede gang van zaken in het ruilproces.

Hoe
Het Kadaster en DLG, samen met de projectpartners, delen hun kennis in hun gezamenlijke poging om het Turkse ruilverkavelingsproces te verbeteren. Het gaat om een scherp inzicht in de wensen van gebruikers, zowel van de betrokken overheden als van de lokale bevolking. Extra aandacht wordt gegeven aan de computerondersteuning, omdat daardoor versnelling en transparantie gebracht kan worden in de werkprocessen. Daarbij wordt gebruik gemaakt van diverse methoden, zoals een serie workshops om de gewenste automatisering goed in beeld te krijgen.
