NSDI development in Moldova
The EU member states Croatia, the Netherlands and Poland work together in a twinning project called ‘Improving Spatial Data Services in the Republic of Moldova, following EU standards’. Twinning projects seek to strengthen institutional capacity within an agency by linking it with other leading international counterparts.
Together with the Netherlands Enterprise Agency (RVO), Kadaster also participates in this EU twinning project. The project aims to enhance e-Government through improved spatial data sharing and cooperation among Moldovan authorities, in line with EU standards and best international practices.
The focus of our support is 2-fold: we collect information about the NSDI in Moldova. And we create an overview of the costs of running an NSDI in Moldova and the capacity building in the different aspects.
Costs of running an NSDI
To prepare, develop and maintain a national spatial data infrastructure (NSDI) you need to have a vision what you want to achieve and the means to realize it, today and in the coming years. The running costs of an NSDI are not always easy to identify; some costs are clear, some hidden. To support the development of the Moldovan NSDI, Kadaster assists in creating an overview of the various costs. In a next step, these costs can be compared with the expected benefits.
Together with many Moldovan stakeholders, we developed a series of training courses to support these organisations in improving their knowledge and expertise in the basic concepts and legislation of an SDI ,
The courses contain subjects like: spatial data formats and management, desktop and web-based mapping and GIS software, etc. The technicians as well as the different management levels participate in these training sessions.
Working together online with our Moldovan colleagues works well. Although intensive, the virtual missions prove to be interactive and full of discussions with each other about the value of an NSDI.
