Local Project Consultant LAND-at-scale Rwanda

LAND-at-scale (LAS) is a land governance support program that was launched in March 2019. The program is funded by the Ministry of Foreign Affairs (MoFA) in the Netherlands and managed by the Netherlands Enterprise Agency (RVO). LAS strives to upscale and connect the successful interventions and pilots and to cover remaining gaps to realize an inclusive sustainable change at scale. The main objective of LAS is therefore to strengthen essential land governance components for men, women and youth that have the potential to contribute to structural, just, sustainable and inclusive change in developing countries. As of 2023, LAS is active in 11 countries, namely in Burkina Faso, Burundi, Chad, Colombia, Iraq, Mali, Mozambique, Palestinian Territories, Rwanda, Somalia and Uganda. 

The LAS project in Rwanda commenced in 2021 and is jointly implemented by Kadaster International and the International Development Law Organization. It will run until mid-2025. The objective of the project is to improve and ensure sustainability of land registration and management systems and their implementing institutions for enhanced perceived and actual tenure security for the people of Rwanda.

This is done through the implementation of 4 project strategies:

  1. Institutionalize a (financially) sustainable land administration information and management system.
  2. Implement sustainable, climate-resilient land use planning at national level.
  3. Implement a more just decision-making process by local mediators.
  4. Strengthen academic capacity to assist in the further development of a fair and just land governance system.

Project strategies 1, 2 and 4 are implemented by Kadaster International, and the third by IDLO. These are two separate projects, with overall coordination by Kadaster International. The project is overseen by a Steering Committee, composed of representatives of the National Land Authority (NLA), the Embassy of the Kingdom of the Netherlands (EKN) in Kigali, the Netherlands Enterprise Agency (RVO) in the Netherlands as well as the project implementers. 

Implementation of the project requires close and full collaboration and alignment with the activities of the NLA. Experience over the last 2,5 years of implementation have shown that contexts and priorities are subject to evolution, and close collaboration with other active stakeholders in land in the country is vital. Remote project management from the Netherlands has proven challenging in this regard.

Kadaster International is therefore seeking the support of a local project consultant throughout the remainder of the project period to foster relationships, stay abreast of developments and stakeholder activities, as well as guide the Kadaster experts from the Netherlands in the execution of their trainings.

Role and responsibilities

In close alignment with the project manager at Kadaster, the local project consultant will be responsible to:

  • Liaise and foster partnerships with other key stakeholders in the Land Sector, including but not limited to Lantmateriët, ESRI and others.
  • Liaise and foster partnership with the National Land Authority and other governmental institutions.
  • Contribute to the coordination and management of the implementation of the activities of Project Strategy 1, 2 and 4.
  • Contribute to the coordination with local IDLO partners on the implementation of Project Strategy 3 and the alignment with the other project strategies. 
  • Contribute to progress reporting, monitoring & evaluation and annual planning, in close consultation with Kadaster, RVO and the NLA.

Profile

A desired candidate would comply with the following profile:

  • A minimum of 5 years’ experience in the land sector in Rwanda.
  • Sufficient knowledge about land administration, land use planning and IT (data management, NSDI).
  • Strong relationship-building skills, being able to cultivate relations in multistakeholder environment and within government (both at management and operational level).
  • Proven experience in program management, particularly with regards to adaptive programming and being able to balance stakeholder demands and needs with project objectives.
  • Excellent communication skills in English and Kinyarwanda.
  • Experience with monitoring & evaluation of a project, being able to learn and adapt based on real-time monitoring of project progress.

Contractual arrangement

Depending on the candidates that apply, a suitable contractual arrangement can be found based on independent consultancy. The position will be for one day per week, based at the NLA offices in Kigali. Salary is dependent on experience and seniority, but can range from 900 euros to 1200 euros per month. The length of the contract is initially for one year.
