The Framework for Effective Land Administration (FELA)
The Framework for Effective Land Administration (FELA) is a global policy guideline that helps countries develop, reform and strengthen their land administration systems. It supports effective, inclusive and sustainable land administration in line with the Sustainable Development Goals (SDGs).
Purpose and approach
FELA serves as a strategic guide and operational reference for land administration. It sets out how countries can apply a structured and practical approach to land administration. The framework translates the Integrated Geospatial Information Framework (IGIF) into the land sector. This enables countries to use a shared and practical approach to land administration.
Principles and vision
- FELA recognises all forms of land tenure, including customary and indigenous rights. This principle helps ensure that no one and no community is left behind.
- FELA is designed as a living framework. It evolves alongside societal, technological, and environmental change. This allows countries to respond to new developments over time. The vision of FELA is to secure people-to-land relationships in all their forms. This supports peace, prosperity, partnerships, and the well-being of both people and planet (5Ps).
- FELA’s mission is to foster innovation, strengthen partnerships, and provide a globally recognised reference for effective land administration. This helps ensure that land information contributes to sustainable development and inclusive growth.
Strategic pathways
FELA is implemented through nine strategic pathways. These pathways help countries turn policy into practice.

FELA follows a step-by-step approach. This helps countries achieve early results while working towards long-term sustainability.
Global implementation
Since its endorsement in 2020, FELA has gained momentum worldwide. Countries and regions apply the framework in different contexts. Regional initiatives in Africa, Asia, Europe, and the Americas adapt FELA to national and regional needs. Expert meetings, workshops, and collaborative projects help countries share experiences, develop tailored approaches, and address common challenges together.
